How to deal with public order a tip!

What ive observed in the game was the fact that if your city is on the top of high tech you can generate a riot loose the city besiege it and kill all the inhabitants.Thus you population falls from 30k to 6-7k the public order is smth like 150% on very high taxes and thus you can repeat each time the population is over 24000 and the squalors are high the 7k is enough for troop production AND you DONT need high garisson to keep the orded high ;)

That's one way. I like to micromanage, though.

You can keep order in your provinces, you just need to carefully build them up, never rush growth them.
