RTW: Lack of Governors

I'm having problem with governors. I have more provinces than governors, and I don't know how to solve this problem. Does somebody know how to solve this?

1. When you start a game, click the "Manage cities" option. Then you can manage them all, although you won't get any bonuses.

2. Bribe the family members of factions that are on the ropes early in the game. Also, when a faction is eliminated the family members are still there, only rebels.That makes them particularly cheap.

Ship these "adopted" family members back to the capital city where they will pick up retinue members.

Also, they'll get married and have babies.
