provinces without governments

I am curious. Are provinces without governments meant to be run be the AI?

I discovered you can uncheck the auto AI governance of buildings and troops without governors by unchecking the boxes.

However is this intentional by CA or a bug????

Its definately a feature as you can choose to run both the tax and build queue or just one of them.

There's still a -15% penalty to civil order if there's no governor, IIRC.

You sure that penalty isn't for "no governance", i.e. no troops stationed? Now, those troops could be the Governor and his bodyguard, but peasants will do just as well.
