Admiral gain/lose command star fix

I Tested and uploaded Sinner's fix (an edited file ready for use)

Also it seems to have had a minor Positive effect on combining fleets,
Seems some admirals can be combined, but not all,
sometimes ships will be greyed out in the left panel (meaning that ship cant be moved into the right panel)
BUT all the ships in the right panel can be moved into the left panel.
seems once Admirals have command stars they wont combine.

Anyway the Command Star fix is a good one!
