Rebels no withdraw option

Well it's a minor nuisance when rebels withdraw when I go to attack them, but when the A.I. attacks rebels and they withdraw the A.I. will be chasing them down forever as the comp does not pursue a withdrawing army. I did get a good laugh at Nepte though(that little town in the middle of the Sahara). I took Nepte from the Numidians and since they already had an army chasing rebel units it would not reassign that army another task until they were gone. So I got a show every turn as the rebels would run around the city of Nepte while the Numidians tried to get rid of them.

Only if the A.I. has 2 armies chasing rebels are they sure to get them.

In my eyes though a small rebel unit is a small revolt in a town and they should not be able to withdraw as they have nowhere to go. Now when it is 5 or 6 units with a rebel general, I can see them withdrawing as maybe this rebel general has a few small towns under his belt to retreat to.
