You have to put building requirements (horse_breeder3, armourer3, etc.) and should put in an AI build pref so the AI can build them too (I modify the closest equivalent non-crusade unit build preference)

get gnome editor (from the downloads section), then open the crusader.txt using it (the one with the units in it) then find the unit you want to be come buildable and add some requirements. (you could just copy and paste from the requirements of chiv knights or lancers) then go to the faction column and put the factions you want in there (again copying and pasting is a good idea). dont give catholic/orthodox/muslim units to the wrong culture, its a bit more of a hassle.

In Gnome, the crusade_unit_prod file has a column (11 column) where it is coded the probability of the unit to be in a rebellion.
There you can write CRUSADE (-10) and the unit will appear in the crusades with the same probability as Santiago, Hospitallier or Teutonic Knights. The same is true for jihads.
Be careful with " in case the unit can appear in different types of rebellions.

Yes but I'm not sure how. I believe that higher numbers decrease the probability. The minus must represent a very high probability.
