In order to unlock the other factions you need to complete at least a small campaign. In other words, you need to conquer 15 provinces (including Rome).
Alternatively, you may want to beat all factions in order to play them also.

Not all of the other factions are playable in the base game. Any playable faction that is destroyed in a campaign is unlocked for later play. Winning a campaign unlocks all the playable factions. It's possible to mod the game to play the unplayable factions, too.
