I sometimes face this problem too when playing the Greeks, even though there are armies on the island you cannot engage them...
No, all I mean is that the guy is facing towards the sea when he is meant to be besieging the town. The Greeks I am attacking can't seem to be bothered to respond...

Do you wanna know how to get that to happen? Basically just get an army without a general to besiege a city. Then get a general to march in behind and merge armies. That's how it's done!
