As a Roman faction I noticed that sometimes you can bribe rebels to join your forces but sometimes you can only bribe them to disband. What determines their bribability? Is it possible to make all rebels bribable if ever?

It's culture-related, or rather, tech-tree related. If you can train a unit, then you can bribe it into joining your army. Thus, a Roman can bribe rebel or other-faction Hastati and they'll join the player's army, but if a Roman bribes a Barbarian Warband, then they'll just disband. And mercenaries in a bribed army will always disband.
Which means that rebels in your own homelands can often provide easy and fast troops, while rebels elsewhere can just be made to go away.
It also means that if you're not playing in one of the culture-groups (roman, greek) you never have to worry about someone bribing your own troops into attacking you, they'll just bugger off.
Oh, and bribed generals always join you, they never disband.
