Is this possible?
It seems that every time I try to play as Julii there are ALWAYS 2 or 3 citys that drain all my money forcing me to quit the campaing and start a new one playing some other faction than the Julii. This never happens when I play other factions. Can this be true? Can 2 citys drain 4000? Is this a bug? Any way to fix this?
I know I have a high squalor level. I'm about to slaughter them all ~D

Hmm... while the Julii are poor, I have never had them be that poor before. Doesn't make a lot of sense. Do u have alot of trade, with other nations, because that helps the Julii significantly. Also do your other cities make a lot of money?

Yes. I trade with many. All the roman factions, Greece, Dacia, Numidia for example. While I'm at war with Spain, Gaul and the Germans. There are now 3 citys that seem to be heading that way. Arretium, Arminium and Mogotiacum. I'm loosing money FAST. Other citys are making around 1000 each turn but not enough to keep me above 0. I have 33 denarii at the moment.

Hmmm.....shouldn't be happening. You might be correct in assuming that there is a glitch somewhere. The other cites should at least be balancing out the losses.

The upkeep for your units and generals a city has to pay depends on the city´s population, I guess those 2 or 3 cities have the highest population of all your cities and/or a very low income. Perhaps you´re losing money because your army is too big? Have a look at your total income and keep training and building costs low, building ports and markets should help, like ColdKnight said.

The other 3 cities have almost no garrison. My army is VERY small. I only have one general fighting, he got only few men.

A quick look at your screenshot suggests your army is simply far too big. The cities which are losing money are the biggest, and so they have to pay the brunt of the army wages, hence the large losses.
How many cities do you have? How many units do you have in your empire? it looks like you have an awful lot of town watch in that screenshotted city..the upkeep can really build up.

Agree with HicRic. 17 Town Watch units is 1700 in upkeep, not to mention the Principes, the Hastati and the general which will cost even more upkeep. Do you really need that many units to keep public order?
I usually use Peasants as garrison troops as they cost the least and have the most effect. As a rule of the thumb, 1 unit of peasants will give 80% public order for a population of 1000.
I notice you have no tax bonus/tax penalty icons so I believe your taxes are set at Normal for Patavium. Setting taxes to Very High gives 1.5X the usual amount of taxes but will deal a 40% penalty to public order. You currently have 125% public order, so setting taxes at Very High will result in 85% public order which you can definitely afford.
I believe it likely that many cities will reach a certain stage where further increases in garrison size to maintain public order and tax levels will yield less income than just dropping tax levels to low and having a smaller garrison.
To resolve the situation, conquer more regions, set higher taxes and have governors with more Influence run the more heavily populated cities (your current governor does not appear to have an Influence bonus).

conquor spain & conquor it fast, then build mines & you will soon be in the money, i regularly get between 900/1200 profit from each iberian city each turn ~:)
