I can tell you how to do this on individual unit basis. In Rome\data there is nice file "export_descr_unit.txt". You can open it with notepad. Look for lines like this:

stat_pri 1, 0, no, 0, 0, melee, simple, piercing, knife, 25 ,1
This line describes primary weapon statistics (of peasants). The last number, "1" is the attacking speed in %. If you change it to 0.75, then soldiers should swing (and kill) 25% slower.
At least I think so... :D

Another way to do it would be to systematically cut back attack values for all units, or increase defensive skill across the board. CA screwed the pooch by making modifiers for expert level/mount effects and the like almost exclusively offensively based adders. In plain vanilla 1v1 unit battles on medium with no general, the pace is not unreasonable. In game situations this is almost never the case.
