Later starting year?

Is there any mod that makes you start a campaign later, lets say 200 BC. ?
Wich also would mean that much of your tech tree is already built?

The start date is in Data\world\maps\campaign\descr_strat.txt

But this will not make your buildings and units increased and more advanced, you have to do that manually
