Ok, I'm not sure whether this is know or no (if it is, I'm sorry) but I tried to make a province mod and I found something interesting about tresources that allow you to build certain units(e.g. elephants and camels). What I found was that the entry in descr_regions is ignored but instead the program checks whether a resource in descr_strat falls within the province boundaries.
