What tool do you use to unpack voice files

You have to find a converter program in order to change file dat into mp3 or wav! You can find it using google. That's not a problem. I found it very easily some months ago. Yet The problem is that there are no converters from mp3 or wav to dat file. SO you cannot mod the sounds in order to listen to your sound changes while you're playing Rome!
