Currently playing as Pontus. Its around 229 BC and one of my cities is at pop 24,000 plus some. Yet i am not given the option to upgrade the palace to the highest level one.
Is this tied to the marian reform in any way? Will i be able to upgrade my city at some point?

I'm not sure, but you may reached your peak for highest tier building with Pontus. Does it say anything by population like "Next population growth level" or something along those lines? If not, i don't think u can build further. I highly doubt it has anything to do with the marian reforms considering that was a strictly roman issue, not global.
did you already build imperial palace if yes well that's the highest.
I dont think he can build an imperial palace... he is pontus... dont they have a different highest tier building?
no as far as i know only barbarian have different.
Are you using any mods? RTR requires you to build certain other buildings before an Imperial Palace (or Royal Palace, in the case of Pontus).
The Marian reform isn't a prerequisite for the construction of a fifth-level core building—quite the opposite, in fact.
