I think that is the hardcoded max unit size. However, only peasants are this large in vanilla, so you could set the numebrof men in other units equal to the number in a peasant unit in EDU.txt and get partway to your goal.
no other unit like levy pikes are also large in vanilla, but someone told me i could do that, but i forget how.
