the reason u get the peasant unit card is because when the game cannot find a unit card for a specific unit it uses the default one, the grey peasant. To change this u need to unpack the xpack files, create a new unit card and place it in C:\Rome - Total War\Data\UI\UNITS\PARTHIA this folder with the appropriate title ie #EAST_HEAVY_INFANTRY or some such thing. i think this is wot u wanted to do sorry if its a bit vauge but im not hte best at explaining these sorts of things if u need more help maybe post and one of the more experienced guys can help u out.

Parthia doesnt have heavy infantry- is this the unit card for heavy spearmen?
No, the files in the textures folder are the skins for the models. The unit cards are in the UI\units\ folder.
The unit card is designated by the following line in the unit's export_descr_unit entry:
Code:
dictionary east_heavy_infantry ; Heavy Spearmen
So in this case, the game will look in the UI\units\ folder for the faction you're controlling for a file called #east_heavy_infantry as knoddy says.

I have added #east_heavy_infantry to the folder rome total war/data/packs/data/ui/parthia but no luck yet
Can anyone tell me where I have gone wrong?

The correct path must be:
Rome-TotalWar\Data\ui\units\parthia
There you must put your file #east_heavy_infantry.
If you have the game with the packs, thus you have to create that folder and put inside the file. As the game won't find the card in the pack it will look for in that folder.

yes you r right in order to edit the unit card u must open the TGA file. use a program like paintshop pro or some such thing. make sure when u save the file u save it back as a tga cos some programs will save in a different format
