No, but a team are doing a Zulu mod, it will end about thirty years before the Boer War started, but the Boers will be a faction in it.
Personally I don't like the idea of having mods with 2-4 separate factions, I like a little more variety. However, if you interested in modding something small and unique like the Boer War (however Battles wouldn't be included) would be Hearts of Iron 2.
The Zulu mod will include the first Boer war but not the second, if you want to join the team and help out you can pm me or post here
