Not sure. I like Stalin, love his methods(I'm such a bad person, wouldn't you agree?), but Denzou Ping would be good too. Set China on the road to superpowerdom(but was a very bad Red in doing so). Of course, Tamurlane would also be up there, all that slaughter.

Napoleon ofcourse... french had the best looking uniforms after the Germans (at that time, tho sweden had nice uniforms as well).
Castro, the man had ideals, and as far as communist regimes go, his seems better than what Stalin, Mao, Kim Jong II did/is doing. Cuba would probably be a first world country if it wasn't for the trade embargo.
