movie software advice please

i have a problem,

i have 700 frames and an audio file
i need to compile the frames into a movie, prefereably ntsc (30 frames per second) and add-in the audio file

the package i have automatically sets each frame at 3 seconds!
i have to manually go through and adjust each frame back to 1/30 of a second - talk about time consuming...

does anyone know of video authoring software that will allow me to compile in my 700 frames and add-in the audio file
(and where to download same from - preferably something that is free or demo and not crippled in some way - AnimatorDV wants to add a damn watermark...)

(no guesswork please - i have half a dozen video converter/authoring packages that i already have to uninstall)
