I want to enable certain nations (like Gauls or Parthians) to be able to build paved roads and highways.
Do you know which file I can modify to allow that?

export_descr_buildings.txt in Data folder. Edit the requires factions { } list for paved roads and highways to be the same as for normal roads.
mind you get the syntax right, or the game will just CTD. it's { faction, }, with one space before the faction name and after the comma. And, of course, don't forget the comma.
