I think that they did the right thing, saving people. You cannot instrumentalize people for the sake of discouraging actitudes, what you can do is aply actual responses to end it.
On the other hand i don't believe that this kidnappers are going to be discouraged just because they don't get any ransom. If they're terrorist they do this because of believes or for the simple matter of spreading terror, so they'll keep doing it no matter what policies the government take.
Considering they provided medical care instead of cash or media coverage (the media had already provided them with plenty of that, pro bono), I don't see a big problem here.
There is a clear moral distinction between healing the wounds of those hurt in combat and giving them weapons to go and fight again. There is not an equivalency here.

Furthermore, I don't know where you got the idea that the Red Cross is supposed to be America's ally.

Red Cross draws no distinction between persons, they help all who need their help. If you go around blaming Red Cross, we'll soon all lose our sanity. That some hostages was freed as well, just a bonus.
Its ridicilous to accuse Red Cross from co-operating with terrorists they are neutral in all conflicts.
