Q. will there be harcored limits as with R:TW?
A. Yes, Barbarian Invasion is an expansion, not a complete re-write of the game engine. As with any game engine there are intrinsic hard coded limits that have to be present for the game to function. However, I assume you are asking for reasons of modding. If so, some data that was originally embedded in the code have been pulled out in to data text files.
So - next question - which data is Shogun referring too?

well i hope he meant the AI, or the faction limits or something, but probably not. Its probably something not that important.

well AI is out of the question.
It is too valuable so it must remain hardcoded.
It could be the cultural hardcode.

It says elsewhere in the faq that the faction limit remains, but that factions are more "flexible". I'm assuming that means they've made more stuff having to do with factions moddable (such as culture type, horde ability, etc.), just not the number of factions.

Will there be any any graphical improvements in BI or like they say just an expasion with the same old dumb engine.

Well I think we already know that victory conditions are modable in BI, compared to hardcoded "50 provinces plus Rome", in original.
