The solution is clear. The USA needs to scale back its per capita energy usage to levels equivalent with those of Ireland or Spain. Non bio-diesel or electric vehicles should be restricted to public transportation or government vehicles immediately, the government can issue permits as appropriate for those requiring critical transportation. All non-rural counties should limit electricity to 5am to 10pm local, save for hospitals, government facilities and emergency services. Government services should be centralized under federal control to take advantage of economies of scale, lowering energy requirements further. Military forces should be gradually withdrawn from foreign postings and concentrated on U.S. soil. This will limit military consumption of resources and minimize greenhouse emissions in critical areas such as the arctic. Bush can then leverage Blair to get back with th program.

If I read it correctly, it looks to me as though you're saying "Regardless of it's merit as a scientific theory and call to action, global warming does not appear to be the cause for this year's hurricane season, using scientific method".
