You should be able to do the first thing by editing a startpos file to remove all the SetBorderInfo lines which describe borders between the provinces you want and the provinces you don't.
For the second, you'll have to remove the units you don't want from the production spreadsheet.

If the setborderinfo lines are removed then it doesn't restrict the map simply to the provinces I've removed the borders from in the way in which this happens in the campaign tutorial for instance.
Also, where can the production spreadsheet be located?
