Rome Shell commands have been enabled once again, and this time you can execute them multiple times without restarting the game. Unfortunately, the command which allows you to switch factions and would make a multiplayer campaign possible does not seem to work. Perhaps the modders know how to enable this command. The halt_ai command does work. I also tried toggle_fow and the commands to change money and a city's population and those work.
