No idea.
But try the Units and Buildings txt's, maybe you only need to allow them building a Stiftshouse and Religious Fanatics...

In the EARLY/HIGH/LATE campaign scripts, in folder "\campmap\startpos" there is a parameter "SetBehaviour:: xxx yyy"
xxx defines the faction
yyy defines the behavoural characteristics of the faction.
The yyy parameters pertaining to whether or not a faction can launch crusades (by allowing the faction the ability to build a chapter house) are -
CATHOLIC_EXPANSIONIST_CRUSADER
CATHOLIC_CRUSADER_TRADER
CATHOLIC_DEFENSIVE_CRUSADER
Use the appropiate parameter and your nation can launch crusades.
