So... looking at my building browser for Sarmatians, it looks like there is no way I will ever be able get the range building to build siege equipment like Onagers.
Is there any for the Sarmatians to get this capability? What if I occupy a city that has already built the building needed for seige equipment? Or is there anywhere to buy merceny siege units?
Siege engines were always the weakest parts of the steppe peoples. They could make them, but mainly only after the force some Greeks or Chinese or settled peoples to make some for them.
Just use infantry.

I think I might have to do a WRE campaign though so I can get a night battle with tons flaming volleys from onagers..
