Power Charge attribute in BI: How it works

Does anybody know how the "power charge" attribute works or what it does in BI?

I am not a modder, but as far as I understand, nobody really knows. It might be that it used to have an effect but the developers scrapped it.

Its a cavalry unit attribute, Scholae Palatinae have it while Sarmatian Auxilia don't so it might be something to offset the general suckiness of Scholae Palatinae for WRE, but noone knows how it works or even if it does anything.
