Unlocking all factions?

Ive modded a bit of the game but overlooked something too easy its difficult. Where and how do i unlock all factions in vanilla R:TW?
Help would be appreciated.

It's a pretty simple mod - search for a file called descr_strat in your imperial campaign folder. All the factions are listed there right at the top, re-order the list to look like this:

this mod? unlocking all factions...is that all it does? or are more things changed? like the better looking maps thing...which ones? is it talking about the campaign map?
