As for specifics I don't know. If you're meaning the actual modification of the file.
You have to give them descriptions in the campaign_descriptions file. I saw some mods that enabled the factions, but they added some extra stuff I didn't really want. I added the descriptions to the stock files needed. If you want, you can download it.
