*sigh* If you REALLY REALLY must use RomeShell, use the code add_money 40000. You can use it as many times as you want. But please try and get money if you can. Try and disband as many non-necessary military units if you can.

Check corruption amongst your governors as others have mentioned, also are you at war with WRE? They are hands down your biggest trading partner and when they declare war on you it can take a big chunk out of your budget. (Hate it when one of thier boats decide to blockade a port for no reason...)

Rebel ships blocking trade routes is a possible cause. I find that the the ERE falls into debt and after a time recovers - for no apparent reason.

It's possible one of your important trade cities are under siege, thus losing the income that city was collecting. If it's under siege for a prolonged time, then yeah, goin' into debt has a fairly good chance of happening.
If you could elaborate on your situation, that'd be helpful.

It could be a series of bad harvests. The differene between good harvests and bad ones can make a big difference.
As WRE I like to go to war for profit. It is the only thing keeping me in the black.
