Chinese restaurant fined £20,000 for cockroaches in the prawns.
Local newspaper (circ 1400) runs story on front page.
"Someone" buys every single copy of the loca newspaper as soon as it comes out, so no one can read the story.
Result: story is carried in all the national and regional media (circulation about 60 million)
