Is it possible to add non barbarian buildings into these cultures?

For example: epic stone wall -->Saxons

If so,how?

Yeah, you can do it.

Go into export_descr_building, find what you need and change the ownership.

Watch out though, it will appear as a Roman barrack, for the building card.
