Order of factions in EDB.txt and EB.txt

Has anyone experienced any funny results if the order doesn't match up correctly? I'm referring to something like this:

requires factions { romans_brutii, egypt, romans_scipii, carthage, }

Sometimes even when I do have the order matched up correctly I'm getting weird results (like having "(ROMAN)" showing on the tooltip passover when I am certain there are entries for the other faction and culture in both EDB and EB).

Does the game require a certain order that we should stick to at all times? (In EDB requires factions lists or in the EB descriptions)?
