Recruitment in Calabria

Playing as Romani, I conquered Taras. I heard you can recruit Tarentinoi heavy cavalry there, so I built an Amicus IV government there after destroying the Epeirote level II government in the hope of getting access to the unit.

After completion of the IV government, not only was I unable to build Tarentinoi, I was unable to build an units at all. I took a look at the Greek barracks that were currently in existence, and the writeup informed me that all it could build was 'Vigiles Marian Reform (Experience 1)'.

I don't want to know what Rhegion will be like after the II government I'm building there is completed....

Anyone know what's going on?

I have the same problem with Carthage in Karali and Alalia.

Even though they're starting provinces for Carthage, you're only able to recruit Iberian Velites and diplomats, even after several MIC upgrades.

The same thing happened when I conquered Garama, only recruitable units are Iberian Velites and diplomats.

Same with Sweboz. In Gáwjám-Rugoz I built goverment2 and I have built up the province and have only left to build the 4th upgrade MIC and I cannot train a SINGLE unit.
The same applies to some other provinces, I can only access my faction units
in cities where I can build goverment1

For Gáwjám-Rugoz i think that you should be able to build:
