Larger armies

I've modded RTW numbers to have much larger armies (220 instead of 160), but I would like to know, is it possible to make armies even bigger? I've tried changing the preferences, but it doesn't do anything. I also know units can't be individually made above 240 in export_descr_units. The only way I know is to replace animals with soldiers, but is there a better way?

I made the units 1000 strong, but unfortunately it seems that only 260 soldiers were used, although 1000 was used on the unit card...

I think it may be hardcoded...
