I've made it possible to recruit first cohorts in my campaign. Unfortunately, this has led to my facing Roman armies with up to four first cohorts in them. I know you can limit recruitment to a certain area (Rome or Sparta, for example), but it it possible to limit recruitment to a faction capital, even if that capital is later moved?
