Well the AI cannot be modded, but it might be possible with a script. However it would be overly complicated I think.
If rebels can move to a nearby Watch Tower and capture it ... i'm sure they also can be "scripted" to perform ambushes along open roads. I agree that it can be quite complicated.
Ambushes are under utilised in RTW i think.
Why not make some roads run through forested areas and just place immobile rebel stacks to spawn there in the first place, that way they'll ambush anyone who goes past?
(I must say though, requiring troops to be in a forest to perform an ambush isn't an ideal solution by any means, hopefully there will be more options for those kind of strategic maneuvers in MTW2)
