Carthage Infantry Recruitment

Out of all the initial carthagian holdings, where and what level can I recruit infantry? I find I can get elite african infantry with royal barracks in rare occasions with a type 1 governments in some places. But do I have access to anything other than that sooner? Ptolemy decided west africa looks good and I suck with phalanxes. There's the libyan spearmen, but I find these are just a quicker version of a weak phalanx. I've given the recruitment guide a quick glance but didn't see a whole lot of helpful information towards this.
