Out of control brigands/rebels

I'm playing BI and would like to mod out the brigands/rebels that keep appearing on the saxon shore and in britain. Any help would be appreciated.

I've already set brigand_spawn_value to zero in the descr_strat.txt and set chance for brigands to zero in the descr_rebel_faction. I would appreciate any help you guys can give.

Setting the value to 0 in descr_strat will INCREASE how often they apprear, the higher the number the less often they appear.
