Basiclly if your playing either the Sweboz, Yuehzi or Sauromatae if you have an army in enemy territory causing devastation you will get some money for it

Most factions I have played have this year in history traits so I would guess this is a separate feature

Have Baktria and the Seleukids gone to war yet you should see some popup messages when that happens but I think you would have to be playing as one of those two factions
