After further playing and spying around it seems like any city who builds the final wall, awesome stone wall or something along those lines, it disappears and it becomes a undefended settlement again. If the problem is still around after I finish this campaign in cisalpine gaul I'll raid kart-hadast.

I believe this issue was solved by cunctator and I haven't seen it happen again lately. Not 100% sure though. (the invisible walls)
