Creting a new reform

Is it psosible? If so how? Im trying to create an Imperial Reform

Are you experienced with modding buildings into the campaign and scripting?
You can do it by creating a special building, making the reformed units and buildings dependent on it, and putting it by script into every settlement at a timed event or date.
