I think this idea could work as long as the AI is capable of it. Then again, I'm not so sure of how realistic it is for a faction to dictate to their merchant what to do. At any rate, I think 'merchant' is a bad name for this character. Maybe 'state investors' or something similar would be better.

Potentially this could be really good. Or it might fall a bit flat and be slightly gimmicky. Depends how deep it is really. It might simply be sending your merchant onto a RTW type resource gives you a money increase, and that's it.

I'll keep my fingers crossed - anything that promotes and adds depth to economics, diplomacy, espionage, etc is a positive.
