how do i get this neat looking water?

I've never really liked that water but I'm pretty sure its just normal RTW with the graphics turned down a bit I would try playing with lighting and other graphics options.

This neat looking water is found in different files in the campaign map. Just obtain a perfect mix and you have the EB Water. ~D
