Ah, nevermind, I found out what the deal was. I had too many factions enabled and therefore the rebel icon wouldn't show up on the list of factions.
Playing with Total Civil War you can play as the rebels
Why would you want to play as rebels? You're gonna lose.
But armies pop up everywhere and You can gain control of the sea early on so maybe you won't...

Actually, you can't lose, but you can't win, either. I just wanted to try it out because normal campaigns are boring to me. I gave it a shot, and it proved to be pretty neat. Better in BI, though, as there is no retarded, overpowered Egyptian faction.
