quick DoW question

I know a lot of people have and/or play this game here, I seem to have some problems running my copy, but I want to know one thing: Is there supposed to be some sort of 'rain' effect when playing a tutorial (fallen city map) ?

It looks really bad and I don't remember it from the demo (old comp) but I'm not entirely sure it's unintentional...

rain effect? I dont remember ever seeing rain in DoW - been a while since I played the campaign but.... but dont remember any rain
