I think you need to have taken a crusade target, and also you need a city at quite a high development tier before they'll offer it.
You don't need to crusade to a target but you do have to get to a specific level.
But I know this.
For knights of Santiago, castle/minor city in Valencia.
For knights Hospitaller castle/minor city in Damascus or Aleppo.

From what has been shown of the files chapter houses are a provincial asset. That is specific chapter houses are only availble in specific provinces. Sure it's chancey if you get the offer or not, but it's not going to be any old place.
I would like to know more about this as I was surprised to be offered a Templars Chapter House in Nottingham before I had even gone on Crusade! It was still a castle at the 2nd or 3rd level I think. Also I am now getting 4 knight's units as "rewards" whenever I achieve a Council mission. If I had kept them all I would have about 12 units of them. I have now successfully carried out a Crusade and hold Jerusalem. Acre and Gaza (i am sure Ascalon would be better) and have been only offered a Thieves Guild in Jerusalem!!
Inverness also seems to have a high probability of getting the Templar chapter house.The two English games i have played have had one there both times when i took it.
I have Hospitallier in Smyrna.
I was offered a Teutonic chapter house in Frankfurt (which I turned down) and then one in Magdeburg (which I accepted).
