Add a new province?

Hi

I havent been modding very long so plz bear with me. I really want to know how to add new cities and provinces, i tried following a guide on the internet but it was a bit advanced :dizzy2: and my game kept crashing.
Basically, does anyone know of an easy to follow guide for adding new provinces? :help:
